The National Broadband Network - Where to now?

The Labor Government's policy for a National Broadband Network would have had NBN Co deliver broadband to the home using optic fibre for 93% of homes and businesses of the population, with fixed wireless and satellite technologies reaching the final 7%. The new Government's policy will change that.  This presentation will look at what the new Government's policy is, what it will deliver, and what legislation and regulation must now be changed to meet the Government's different vision of delivering broadband to all Australians.

Dr Rob Nicholls, Independent Telecommunications Adjudicator is Australia’s first Adjudicator in a regime established to deal with disputes arising over both legacy services and migration to the Australian National Broadband Network.  He is also a telecommunications and media regulatory consultant, researcher and part-time lecturer.  Rob is a researcher at UNSW Law investigating systematic risks in the structure and regulation of a part of the finance sector.

Rob has had a thirty-year career concentrating on regulatory, business and technology strategy in networked industries, particularly telecommunications and broadcasting. He has published a large number of papers as well as book chapters and is the co-author of the Radiocommunications Commentary in Communications, Law and Policy.

Holly Raiche is adjunct lecturer at the Faculty of Law, UNSW and teaches undergraduate and graduate classes in the areas of telecommunications and broadcasting law.  She is a Research Fellow at the Cyberspace Law and Policy Centre at the University of NSW, and a Research Associate at the Communications Law Centre.  She has, together with a co-lecturer, developed short courses in communications law for the Department of Broadband, Communications and the Digital Economy, and, together with Rob, given a CLE course on the NBN.

Holly is on the Board of the Australian Communications Consumer Action Network, Australia’s peak body for consumer advocacy in communications and a member of the At-Large Structure of ICANN.  Previously, Holly was the Executive Director of the Internet Society of Australia, the Project Manager for Consumer Codes and Compliance Officer at Communications Alliance, Communications Advisor to the Australian Democrats party, and Policy Advisor at the Communications Law Centre.
